How it works.
Use locale,url CSV with lower-case language and optional upper-case two-letter region, or x-default. Every sitemap URL includes all alternate mappings including itself. HTML links need to be present on each corresponding page.
Use real, equivalent localized pages. Check each canonical destination and the reciprocal deployed annotations. Read the production QA checklist for the next check.
